维也纳大学注册的问题

小弟想请教一个关于在维也纳大学注册的问题。
下面是维也纳大学网站上面的信息，其中我有两个问题希望大家指点一下。
Applicants from countries without a bilateral convention need to hand in fully legalised documents. For the respective documents you need the legalisations from the Ministry of Education and Ministry of Foreign Aff airs of the issuing country. With these legalisations you turn to the Austrian embassy or consulate in the issuing country. It is most important to get all three legalisations on all documents.
In case that the document is already in Austria and the legalisation within the issuing country is alreadydone, the last steps of the legalisation can be done in Austria: fi rst the issuing country´s embassy hasto legalise the documents and fi nally the legalisation offi ce of the Austrian Federal Ministry of Europeanand International Aff airs, Minoritenplatz 8, 1014 Wien - has to legalise them one last time.
Applicants from China need to present a certifi cate from the „Akademische Prüfstelle“ (German Embassy)additionally.

这段是说我把教育部发的毕业证直接去做双认证吗，还是其他的意思呀。

那么如果我已经在维也纳了，是不是也可以直接拿着教育部发的毕业证，先到中国驻奥地利使馆做一个外交认证，再到Austrian Federal Ministry of Europeanand International Aff airs去做一个奥地利认证，

你好,如果你在国内的话最好把所有的公正认证都做好.包括要求的学位证,毕业证,成绩单等. 关于双认证，指的是公证处公证后的公证书，再经外交部认证，最后经奥地利大使馆认证。1.你先去公证处作公正，2.再去外交部指定的代理处作第一个单认证，茂发旅行社以及国旅都可以。3. 最后拿着这个单认证去奥地利使馆作第二个认证.就完成了公正及双认证.
当然第二步和第三步你都可以委托国旅或者茂发做.省心,但是要交代办费,也比较慢.通常要等1个月.现在奥地利使馆可对私办理认证了,你完全可以自己跑. 半个月就搞定了.
每一份公正加双认证大约一共需要600-800元钱.把所有的材料都做完需要千把块钱.不过,没办法,不得不作的程序.

谢谢楼上的兄弟了，不过我想问一下那个教育部的认证怎么回事呀，维也纳大学说要三个认证的呀，

似乎没有用到教育部的认证阿.就是外交部,大使馆这两个认证.当然首先要去公证处作公正.
