申请维也纳大学的材料

大家好， 我申请维也纳大学失败了， 理由是我的中国大学学位没有认证，不符合要求，想请教有经验的朋友，国内的学位要经过几道认证？
我还要再次申请，麻烦大家了！下面是我在大学网页上看到的，是这4个步骤吗？1）教育部认证，2）外交部认证，3）使馆认证，4）还要APS？
其中教育部认证是什么？有国内颁发的学历学位证书是不是就算是教育部认证了？
