之前在前面帖子里面看见有个五年长居的人想为家人办团聚，咨询材料和配额的问题，您说年初赶快申请，争取年底能团聚。我在下面留了言追问，可能帖子太老您没看到。再次请问一下，申请家庭团聚需要申请配额？有可能申请不到？即使申请到居然前后需要等一年这么久？

There is no quota regarding residence titles issued to family members of Red-White-Red Card holders, EU Blue Card holders or family members of Austrian citizens. The number of other residence titles being issued for family reunification every year is limited. The following persons must have a quota in the quota system:
- Family members of a third-country national who is the holder of a residence title “Long-term Resident – EU” or a “Red-White-Red Card Plus” (in certain specific cases) or any kind of settlement permit
- Family members of individuals who have been granted asylum
意思是说红白红卡和欧盟蓝卡持有者的家庭成员不受配额限制，而欧盟长居或者红白红加持有者的家庭成员却需要配额。按照这个逻辑，我第一年刚拿红白红的时候就应该马上申请家庭团聚不用等配额，第二年续居留后变成了红白红加后再申请，反而需要等配额了？我马上就要续居留变成红白红加了，可惜我爱人工作太忙，德语也没开始学，只能辞职全职学，等考出了a1再提交申请，再等到批下来，都不知道明年年底之前有没有机会。。。
